sure. heck, it's even been cold enough where I live to do that (not in a long time, though). kind of a nuisance, to be perfectly honest.
one of the Winter Carnival activities at Conserve - when the weather cooperates - is to blow bubbles outside. If it's cold enough they freeze into hollow bubble ice balls. Which can then be collected and played with. so pretty!
